The architect Kaldybay Montakhaev was only 25 years old at the time of the design. Noticeable are the similarities to the Supreme Council in Bishkek, built around the same time.
Two residential buildings made from concrete slabs, located directly in the city center. The plastic impression of the facade occurs with the loggias from every four floors which are moved to the side.
