The Hubert H. Humphrey Building houses the United States Department of Health and Human Services headquarters. It is located above the interstage-395 tunnel and a sewer line. The exterior of the building is made of precast concrete panels with large windows. The interior walls were prefabricated and contain the building's infrastructure.
