| Condition | Construction never finished and was abandoned during the fall of communism on 10. november 1989. The brutalist appearance was not intended. The construction was meant to be cladded in a decorative facade, as some sections of it already are. So, this building is not more brutalist in design than any other unfinished building with a concrete skeleton inside. Currently for sale. Special thanks to Steffen Wiegard, Ivelin Georgiev and Darmon Richter |

The project is part of the new city center of Shumen. The tower was built for analogue telephone centrals, and the other building was meant for hosting shops, a cinema and more. The underground levels provide parking space for 250 vehicles and also for trolley busses.
