The building takes its central location in the city into account by being equally oriented to all sides. In order to document the importance of the town hall in the cityscape, the building dimensions were structured according to their function. In addition, the entrance level was raised and the height development of the planned neighboring buildings adapted. The Rathausplatz’s level is raised. The traffic connection between Theodor-Heuss-Straße and Ratenstrauchstraße as well as the arrangement of the staff parking spaces are accessable by half-storey ramps.
